Union ministry for New and Renewable Energy said it incorporated the suggestions given by an inter-ministerial committee to strengthen guidelines for selecting EPC contractors for projects under the Jawaharlal Nehru National Solar Mission (JNNSM).
Following allegation of irregularities in implementing projects under JNNSM, the ministry set up the inter-ministerial committee.
The panel made several suggestions such as refining of the guidelines so as to bring in greater clarity regarding definitions of ‘net worth’ and ‘control’.
The committee also suggested strengthening norms for selecting EPC contractors by introducing specific penalty provisions in case of violation of any clause of the guidelines. Currently, the ministry verifies only the physical addresses of the companies while selecting contractors.
Guidelines for future biddings for projects under JNNSM will include the suggestions and recommendations of the inter-ministerial committee, the ministry said. The committee report and its recommendations are currently under examination by the government.
The government plans to add at least 20,000 mw solar power capacity in the country by the year 2022 under the National Solar Mission.
