HC paves way for Dwarka e-way completion, disposes of petition

Paving the way for the completion of the long-delayed Dwarka Expressway (also known as the Northern Peripheral Road or NPR), the Punjab and Haryana High Court disposed of the petition by Satyendra Singh, while directing the Haryana Urban Development Authority (HUDA) to settle claims of landowners, whose property has been acquired to develop Sector 110 A, within one month.
 
The move will allow HUDA to start the rehabilitation of oustees and the completion of the Dwarka Expressway.

To resolve the legal tussle, HUDA has agreed to formulate a special package or allot alternative plots and thus rehabilitate oustees by April 10. The claims of petitioners will be settled by HUDA under the Relief and Rehabilitation (R&R) Policy of 2010.

The High Court order also implies that the stay granted on the allotment of alternative plots to the GPA/SPA holders will be lifted as it was clubbed with the said petition.

Singh had earlier filed a petition alleging that HUDA had failed to give compensation or alternative plots to the original landowners, while it was giving plots to GPA/SPA holders.

“The court order will speed up completion of the Expressway, which will benefit a large number of people who have invested in projects along the NPR,” said Ravish Kapoor, Director, Elan Group.
