Union road ministry would soon discuss the proposal to form a regulator for the road and transport sector. After internal discussion, the road ministry would approach the cabinet for approval.

The initiative in this regard is restarted in the wake of the recent move by some private companies exiting the projects on account of delay in various clearances.

It may be recalled that a few years ago this proposal was made in order to expedite projects in the sector by securing statutory clearances on time.

The proposed regulator would facilitate the government in realising the aim of attracting over Rs 2.6 lakh crore investments in roads sector over the next five years.

During the 12th five-year plan (2012-17), the government expects to complete 1,000 km of expressways, while land for another 6,000 km would be acquired to initiate work.

Planning Commission has also suggested setting up an independent regulatory authority for the road sector for determining tariff and service quality.

Meanwhile, it is learnt that the panel would form a group of technical experts and transport planners to suggest policy interventions and operational strategy required to re-orient the transport sector.
