The Shipping Ministry will publish the final draft guidelines for tariff setting by cargo terminal operators in ports. The new regime will apply prospectively to cargo handling projects bid out after the draft is notified. This means, 19 private cargo terminals will continue to operate under the tariff setting guidelines framed in 2005 and 2008 respectively until the government takes a decision to free this group also from the control of the port tariff regulator.
