Before the next Union Budget 2014-15, the Union government is considering putting in place a regulator for the road sector. The government would also review the target of awarding 8,000 km of road projects this year.
The Union Minister for Road Transport and Highways Oscar Fernandes said that the government is looking to put in place a regulator before the next Budget. The draft Bill is ready.
The regulator will be an authority that can make judicious and arbitrary decisions. Projects are often spread over 25 years. Basically, the regulator will look at concerns such as debt management and restructuring of projects, the Minister said.
