Chennai Port Trust (ChPT) decided to adopt Results Framework Document (RFD) in order to measure its operational performance instead of the current Memorandum of Understanding (MoU).

The port would prepare a plan of action in 2013-14 based on the RFD for generating traffic based on clean cargo. The port would segregate capacity addition into three different categories and higher weightage will be given for timely completion.

Presently, the shipping ministry fixes essential parameters of major ports with reference to traffic and financial matters through MoU.

At a recent meeting between the shipping ministry and the port authority, it was decided to allow the ports to finalize its RFDs based on capacity augmentation, efficiency and progress made on certain projects.

The RFD of the port would also specify the performance requirement from other departments such as Ministries of Road, Transport and Highways, Finance, Railways, Defense, External Affairs.

The vision of RFD is to make the ports become the economic thrust engine for growth of Southern India and become a major transshipment hub in the east coast.
