With the world’s largest postal network serving 1.45 billion people, India is uniquely positioned to advance the global mission for a modern, inclusive and resilient postal system, said Jyotiraditya Scindia, Union Minister for Communications.
India has been re-elected to the Council of Administration and the Postal Operations Council of the Universal Postal Union (UPU) during its 28th congress held in Dubai. The re-election positions India to play a decisive role in shaping global postal policy and operational reform through 2028.
The UPU, a specialised agency of the UN, serves as the primary forum for international cooperation among postal sector stakeholders. While the Council of Administration oversees policy, regulatory and governance matters, the Postal Operations Council drives technical modernisation and operational efficiency across member nations.
India’s re-election reflects broad international confidence in its postal leadership, reform agenda and digital innovation. A member of the UPU since 1876, India has consistently contributed to strengthening the global postal network through technology, capacity-building and financial support.
Jotiraditya Scindia, Union Minister for Communications, announced the development on X, stating, “Honoured to share that Bharat has been elected to both the Postal Operations Council (POC) and the Council of Administration (CA) at the 28th Universal Postal Congress in Dubai.”

During the previous UPU Congress cycle, India spearheaded a series of transformative initiatives aimed at modernising global postal operations and deepening international cooperation. These included the rollout of DigiPIN for digital addressing, the enablement of cross-border remittances through the Unified Payments Interface (UPI), and the facilitation of e-commerce exports via Dak Ghar Niryat Kendras.
India also extended robust support for South-South cooperation under the flagship Indian Technical and Economic Cooperation (ITEC) programme by training postal officials from Asia, Africa and other regions, while contributing to the financial sustainability of the UPU through both membership dues and voluntary funding.
India has also expressed its intent to assume a leadership role within the Council of Administration during the current cycle. With renewed commitment to innovation, inclusivity and global cooperation, India is expected to deepen its engagement across postal reform, digital infrastructure and multilateral collaboration.
