India’s MNRE Revises Solar Cell ALMM Rule to Support Domestic Bids

The adjustment is expected to streamline compliance and provide greater clarity for bidders participating in government tenders.

The Ministry of New & Renewable Energy (MNRE) has amended its guidelines for the Approved List of Models & Manufacturers (ALMM) for solar photovoltaic (PV) cells. Under the revision, the mandate to use domestically listed PV cells will come into effect one month after the ALMM list is published.

The adjustment is expected to provide greater clarity for bidders participating in government tenders, who must comply with requirements to source both modules and cells from ALMM-approved manufacturers.

Earlier, MNRE had notified ALMM guidelines covering PV modules from 10 April and PV cells from 1 June this year. The original order on PV cells was issued in December last year.

The initiative aims to stimulate domestic manufacturing and counter the influx of inexpensive, often substandard, China-made renewable energy equipment into India’s fast-growing clean energy sector.

MNRE said the move will support solar manufacturing projects while easing compliance pressures for renewable power developers.

“This will expedite solar cell manufacturing and will help it to keep pace with the growing module manufacturing capacity in the country,” a ministry statement added.
