J&K govt mulls ordinance to begin pipeline project

According to media reports, the Jammu and Kashmir government plans to introduce an ordinance for beginning work on the Bhatinda-Jammu-Srinagar gas pipeline project.

It may be noted that the Gujarat State Petronet (GSPL), a subsidiary of Gujarat government, secured the pipeline project from the Petroleum and Natural Gas Regulatory Board (PNGRB) of India.

After passing of the ordinance by the state cabinet, GSPL would officially start work including advertising of notices and tenders, reports suggest.

The state government plans to pass an ordinance because it would take over one and a half month for the beginning of the next assembly session. The project holds great significance for Jammu and Kashmir to overcome the shortage of gas supply and hence it cannot be delayed.

Owing to special status of J&K, the work on the project has been delaying in absence of any legislation. The government is examining the possibility of enacting a law for Jammu and Kashmir, similar to Gujarat Water and Gas Pipeline Act.

The Central Act viz. Petroleum and Natural Gas Pipeline (Acquisition of Right of User) Act 1962 is not applicable in the state owing to its special status.
