The land availability may have remained one of the prime reasons behind the delay in NH-8 project, but the developer- Pink City Express Private Limited (PCEPL)- has made some observations which point out other reasons for the delay.
In its report, the company mentioned that public protests demanding higher level of service and maintenance of the existing lanes were a major reason for the delay in execution of the said project.The agreement stated that during the construction period, the concessionaire shall maintain at its cost the existing lane of the project.
However, the company claims that the project that was to be completed in 30 months could not be completed even after five years. This led to an increase in financial burden on the developer which was not estimated in the financial module.Maintenance
