In a significant boost to cross-border power cooperation and India-Nepal diplomatic ties, Maharatna central public sector enterprise (CPSE) POWERGRID and Nepal’s state-owned power utility, the Nepal Electricity Authority (NEA), have signed agreements to implement two high-capacity transmission projects linking the two nations.
The proposed transmission system includes the development of the Inaruwa-New Purnea 400 kilovolt (kV) double circuit (Quad Moose) transmission link and the Lamki (Dododhara)-Bareilly 400 kV double circuit (Quad Moose) transmission link.
Officials from POWERGRID and NEA signed the joint venture and shareholders’ agreements (JV&SHA) in the presence of Manohar Lal Khattar, Union Minister for Power, and Kul Man Ghising, Minister of Energy, Government of Nepal. Under the agreement, one joint venture entity will be incorporated in India and the other in Nepal to develop the cross-border transmission infrastructure.

A double circuit or Quad Moose line uses four high-capacity conductors per phase across two circuits, enabling bulk power transfer with enhanced reliability and thermal efficiency.
During their meeting in New Delhi on Wednesday morning, Khattar and Ghising held strategic discussions to review and deepen power sector cooperation, including regional grid connectivity. The talks covered a wide range of issues, including progress on hydropower development in Nepal, according to a government statement.
The two sides also deliberated on regional grid initiatives aimed at facilitating cross-border electricity trade, strengthening energy security, and promoting greater integration of clean energy resources between India and Nepal.
