The government should permit duty free import of high capacity equipment req­uired for underground mining, and faci­litate land, shifting of utilities, environment clearance, cutting of trees, etc. Further eas­ier external commercial borrowing (ECB) norms for mining companies are required.

In order to achieve the above and other coordination, land-related and clearances-related strategies, a group should be set up to consider all issues relating to reconciliation of environmental issues emanating from various departmental activities including those related to mining. This group will also suggest changes in the existing statutes, rules, regulations and guidelines and make its recommendations in a time bound manner. Regulations to punish violations of mine safety laws should be strengthened. Additionally, incentives should be offered for mine operators to enable them to improve efficiency and safety considerations.
