Union Shipping Minister GK Vasan informed the Lok Sabha that the government initiated a number of steps including standardisation of RFQ, RFP and MCA documents for public private partnership (PPP) projects in port sector.
He also said that the government increased delegation of financial powers to shipping ministry to accord investment approvals for PPP projects.
The government has taken the above steps in order to expedite port projects. Several port projects are facing delay for various issues including non- finalisation of model documents for request for qualification (RFQ), request for financial proposal (RFP) and modern concession agreement (MCA). Besides, poor response from bidders and delays in necessary clearances also cause delay in some projects.
Also, apart from close monitoring, the Ministry is streamlining the security clearance procedures, Vasan added.
The government said only 82 of the 276 projects for increasing capacity and modernisation of 12 major ports have been completed so far under the National Maritime Development Programme.
A large number of the total projects have been delayed, while some have been dropped. Besides, scores of them are still at the planning stage.
