Media reports indicate that Ennore Port may give liberty to the the winning bidder for the proposed container terminal project to decide on whether to build the entire terminal in one go or in phases.
Based on market condition, the winning bidder may decide how to implement the Rs 1,270 crore project and the port authority may not intervene in this, reports suggest.
The port plans to give this liberty in order to attract private investment in the terminal project. Typically, the ports give the directions and the private sector follows them.
Already, the earlier winner of the contract withdrew from the project citing tough economic condition. Following this, the port does not want to take chance in the ambitious project.The revival plan to develop a container terminal has attracted 11 companies.
The port had earlier selected container terminal operator Bay of Bengal Container TerminalÂ’s consortium to operate the terminal. But, the contract was terminated in October over delays in finalising funds.
The port would award the contract for the project on design, build, finance, operate and transfer model instead of a build, operate and transfer model. Similarly, the private player will have the option of building the terminal in two phases as against the earlier direction of building one single block of 1,000 metre long berth.
