Chhattisgarh, one of the youngest States in India, is an emerging start-up State where bold decisions are taken with new and potential ideas. With the prevailing opportunities and various sunrise sectors, Chhattisgarh has evolved as one of the most desirable investment destinations. Chhattisgarh has been consistently ranked fourth in Ease-of-Doing Business’ by World Bank The State has many firsts to its credit. One being the first State to provide legal rights for the skill development to youth by making skill upgradation schemes. Taking inspiration from the Startup India initiative, the State came up with ‘Startup Chhattisgarh’ to promote entrepreneurship.

“Chhattisgarh has everything,” said Pankaj Sarda, Chairman, CII Chhattisgarh State Council. He added, “The State is committed towards providing world-class infrastructure with robust government policies, top-notch developmental plans, and skilled workforce that will, in turn help build a strong environment for your business.” Chhattisgarh’s services sector has been steadily progressing and contributing to State’s GDP which currently is $48 billion. During 2017-18, the services industry is expected to contribute about 35.2 per cent of State’s GDP.

Chhattisgarh is industrialising quickly: since 10 years of its creation, the State has 200 extensive modern units and some little ones. More than 700 industries are on their route.

Sunil Mishra, Managing Director, Chhattisgarh State Industrial Development Corporation (CSIDC), said, “Chhattisgarh has a lot of natural reserves and forests. This makes the State mineral rich. The State produces 16 per cent of India’s cement, 17 per cent of India’s aluminium, etc. The services sector is growing very fast and occupies 35 per cent GSDP of the State.”

Dr Sarveshwar Bhure, Mission Director, National Health Mission, gave a presentation on healthcare scenario in the State. He provided details of the projects that the State is currently on. The current projects include: tertiary hospital in public-private partnership (PPP) mode, Pradhan Mantri Free Dialysis Programme, free diagnostic services (pathology and radiology), housekeeping and security services, 108 emergency ambulance services, 102 Mahatari Express, outsourcing of health human resources, Ayushman Bharat – Health Insurance, and programme management consultancy.

Vivek Acharya, Director, Technical Education, Government of Chhattisgarh, said, “Chhattisgarh is the first State in India to have ‘Right to Skill development, and has the largest public skill programme in India, i.e., 23,000 youth trained in the last three years. He said that there are more than 3,000 registered VTPs in the State, and has presence of country’s best technology, management and humanities institutions like IIIT, NIT, IIM, AIIMS, and agriculture and law universities.”

IT/ITeS & Electronics:
Professionals from Chhattisgarh are working in India and overseas form a credible talent pool. Dedicated IT, ITeS and Electronics Policy provides for best-in-class incentives. The State has high demand potential adjacent domestic markets as State shares boundaries with seven States with cumulative population of over 50 crore. Chhattisgarh is in seismically safest zone of the Indian sub continent plate making it an appropriate destination for data centres.

Warehousing and logistics: The State has an Ensuing Tax Code – GST in India would make Chhattisgarh best place to establish logistics hub.

The State also has dedicated freight corridors and low cost of land and construction. Engineering: Chhattisgarh has locally available raw materials – iron, steel, aluminium, tin, etc. It has power surplus with competitive industrial power tariff, and has low cost of land and constructions. Chhattisgarh is one state in India with over the top power production.The state has 10,300 MW of coalbased power limit.

The stateÂ’s sponge iron of 8 mtpa, it is 27 per cent of IndiaÂ’s and is second just to Odisha. Automobiles: Chhattisgarh has an established engineering sector, and provides additional fiscal incentives under Auto Policy. The State has two dry ports for handling export and import.

Defence manufacturing: The State has a planned and dedicated defence manufacturing sector, and has an established base for engineering sector. Chhattisgarh is strategic and safe location for defence manufacturing, and has customised and special incentives for early bird investments.

Naya Raipur: The Smart City
Naya Raipur, which is termed as IndiaÂ’s first greenfield smart city covering 237 sq km area, had world-class amenities like golf course, township, convention centre, IT SEZ, Central Business District, Office Complex, Capitol Complex, etc. Features of Naya Raipur include: Smart Governance, City Surveillance System, Utility Management System, Intelligent Transport Management System, City Command & Control Centre, Smart Network, to name a few. The city also has a logistic hub, sports city, amusement park and jungle safari, etc. Two other smart cities – Raipur and Bilaspur – are under development.

Land in Naya Raipur is as low as $3 per sq ft, and has competitive industrial power tariff than national average. The economic cost of skilled labour is less than $6 per day.
