In order to clarify doubts raised on allocation of coal blocks to private companies for captive use during 2004-2009, Coal Ministry said these blocks were allocated to promote development of infrastructure. In a statement, the ministry said the blocks were not issued to with the intention of generating revenue for the Central government.
