Media reports indicate that Hindustan Petroleum Corporation (HPCL) may prefer Pachpadara over Leelala for setting up the proposed refinery in a joint venture with Rajasthan government.

It may be recalled that Engineers India (EIL) recommended HPCL to choose Pachpadara for the project. Also, the state Task Force approved the setting up of the refinery at Pachpadara over Leelala. The nine million tonnes per annum facility is expected to be the first refinery in Rajasthan.

Based on HPCL’s Techno Commercial, Technical and non-tangible reports, the 15-member Rajasthan State Task Force approved the new location for setting up of oil refinery and petro-chemical complex at Pachpadra.

However, HPCL’s costs would rise if it lays a longer pipeline to bring crude or gas from Mangla crude exploration site in Barmer, which is about 40 to 50 km away, to Pachpadara, reports indicate.

The firms plans to complete the project in stipulated time frame work of about four years. The staggering land price at Leelala was the major hurdle for the company to go ahead with the proposed refinery project.

HPCL may acquire about 11,000 bighas of land for the project, which is estimated to cost Rs 37,230 crore.
