As India builds infrastructure on an unprecedented scale, accountability can no longer be determined by delayed reports. The country’s next leap in infrastructure governance will depend on the ability to see risk as it emerges, not after the damage is done. There are the highways that connect industrial corridors, the freight networks that determine logistics efficiency, the water systems that shape public health, and the urban command centres that influence the quality of daily life. When these systems fail, the public rarely sees them as a technical glitch. It is perceived as a governance issue.
Public works are where government intent meets everyday life. A road that stays dug up for weeks. A newly laid pipeline that leaks within months. A sanitation upgrade that looks complete on paper, yet the complaints keep coming. When citizens lose patience, it’s usually not because projects are complex. It’s because accountability feels unclear.
Traditionally, accountability in public works has been managed through periodic reports, site inspections, and paper trails. Those methods were built for a time when projects were smaller, interfaces were simpler, and public scrutiny was slower. Today, large urban and infrastructure programmes move fast, involve multiple agencies, and are visible in real-time through social media, citizen platforms, and political review. But monitoring systems often still work on a monthly rhythm.
World Bank research on infrastructure delivery in developing economies consistently documents average cost overruns of 30-45 per cent and schedule slippages exceeding 50 per cent of planned timelines. These numbers are not primarily the result of weak enforcement. India’s infrastructure pipeline is simply too large, too visible and too economically consequential to be governed through retrospective reporting alone. For large infrastructure projects, failures mostly result from an information gap; a structural lag between what is happening in the field and what the people with authority to act know. The periodic reviews are no longer sufficient; they must be built into live monitoring systems that surface risk while there is still time to intervene. Public works need live visibility, shared operating intelligence and decision systems that intervene before slippage becomes failure.
Real-time data is closing that gap. And the implications go well beyond operational efficiency.
From Reports to Real-Time
The most significant change is that accountability is moving from retrospective explanation to live management. Instead of asking what went wrong last quarter, institutions can now ask what is deviating today, where the bottleneck sits, and who is expected to respond now. That is a profound change in administrative culture. It compresses the distance between event and action and reduces the room for ambiguity. This makes it harder for broken systems to hide behind fragmented information. Real-time monitoring compresses the accountability cycle, enabling evidence-based decision-making. It supports predictive maintenance and fosters stronger citizen engagement through digital platforms. India is already building the architecture for this shift. As governments integrate new-age technologies into public works, transparency becomes embedded in the system itself, strengthening institutional accountability.
The shift is increasingly visible in India’s infrastructure governance architecture. PM GatiShakti, launched in 2021, is one of the clearest examples. This national master plan for multimodal connectivity has brought more than 44 central ministries and all states and union territories onto a common geospatial planning environment with over 1,600 data layers. The platform is designed to support integrated planning, synchronised execution and real-time monitoring. As of February 2026, the Network Planning Group (NPG) under PM GatiShakti had evaluated 352 infrastructure projects with cumulative investments exceeding `16 trillion.
Further, the Central Government monitors large infrastructure projects (typically `1.5 billion and above) through the Ministry of Statistics and Programme Implementation (MoSPI) using the PAIMANA web-portal, which is an integrated digital platform for monitoring project progress, milestones, cost escalations and delays. As of April 2026, the Centre’s PAIMANA platform was monitoring 1,981 ongoing central-sector infrastructure projects under 17 ministries and departments, with a revised cumulative cost of `42.78 trillion.
Real-time data technologies like GPS-tracked equipment, geotagged field reports, IoT-enabled asset sensors, and mobile inspection tools are now redefining accountability by making real-time tracking possible across a range of public works domains. State and Central Government departments are increasingly deploying integrated project monitoring platforms that allow administrators to track milestone completion, flag deviations from plan, and correlate physical progress with financial disbursement in near real-time.
The changes are clearly visible in India’s infrastructure domain with the adoption of smart technologies such as automated machine‑aided construction, LiDAR, and drone‑based analytics. For instance, India’s highway regulator, the National Highways Authority of India (NHAI), uses real‑time dashboards and mobile apps to track
progress, material usage, and safety metrics live, flagging delays instantly and linking payments to verified milestones. This has helped slash cost overruns in national highway construction under the Bharatmala Pariyojana. Similarly, IoT and GPS monitoring of dredging, cargo, and berth efficiency in real time
provides anomaly alerts to optimise operations and ensure contractor compliance in the Sagarmala programme for coastal shipping and waterways.
International Property Measurement Standards (IPMS) with geo‑tagged photos and Building Information Modelling (BIM) dashboards monitor multi‑agency progress live for swift resolution of bottlenecks, as seen in the fourth phase of the Delhi Metro. The government’s move away from scheme‑based reporting to verifiable rural water accountability under the Jal Jeevan Mission for the supply of clean drinking water is another example of how real‑time data is transforming accountability in citizen‑facing public works.
One of the more underappreciated aspects of this shift is the change in who can see what. Modern data dashboards designed for public infrastructure management are no longer confined to internal administrative use. Increasingly, they are accessible in whole
or in part to elected representatives, civil society, and citizens.
Breaking Data Silos
The deepest impact of real-time data is cultural. It reduces the protection once provided by fragmented information. In the old system, a contractor, utility agency, district office and headquarters could each claim partial compliance because nobody had a shared live picture. In the new system, geo-tagged assets, dashboard-linked milestones, traffic flows, water quality reports and sensor-led alerts create a common operating picture. That does not automatically eliminate poor execution. But it does narrow the space in which weak coordination, avoidable delay and unverifiable claims can survive. And in public works, that is at the heart of accountability.
The growing use of integrated digital platforms is set to accelerate the transition toward data‑driven governance. Infrastructure projects often require coordination across multiple government departments—transport, urban development, utilities, and public safety—which traditionally operated in silos. Going forward, the development of unified governance platforms can integrate diverse data streams and give governments the ability to analyse infrastructure holistically, rather than on a department‑by‑department basis.
Predictive Accountability
The next frontier, and the one where real-time data shows its deepest governance value, is predictive analytics. This involves identifying stress before failure, detecting maintenance risk before service breakdown, spotting execution drift before it becomes cost escalation, and linking action to evidence at every stage of the asset cycle. India is already progressing well in this direction. When asset condition data, usage patterns, and maintenance histories are captured continuously, it becomes possible to anticipate failure rather than respond to it. This is where accountability becomes genuinely modern. It is no longer limited to proving that a failure happened. It becomes the responsibility to act when the system shows that a failure is likely.
IoT sensors embedded in bridges, culverts, water distribution networks, and road surfaces are already generating continuous condition data in several smart city deployments. Automated imaging systems can detect pavement distress and generate maintenance work orders before a pothole becomes a complaint. Pressure anomalies in water distribution networks can flag potential leaks before they translate into service disruptions
or revenue loss.
This changes the nature of public infrastructure governance from reactive administration to proactive stewardship. It also shifts the accountability conversation. When predictive data shows that a structure has been flagged as at-risk and maintenance was deferred, the paper trail is clear. That kind of evidence-based accountability is not comfortable for everyone, but it is exactly what public trust in infrastructure requires.
Evidence in Action
For government institutions, real-time data infrastructure offers something that should have been available much earlier: the ability to govern by evidence rather than by report. For citizens, the implications are equally direct. Public works, like roads, water, sanitation, and power, are the most tangible expression of governance. Their quality, reliability, and maintenance reflect how seriously public institutions take their obligations. Real-time monitoring does not guarantee good outcomes, but it makes issues visible, which is a meaningful step toward preventing them.
There is also a dimension of trust worth acknowledging. Citizens in India and across the developing world have, for good reasons, acquired a degree of scepticism about the gap between announced projects and delivered outcomes. However, it would be incomplete to talk about real-time accountability without responding to the institutional resistance it faces. Data transparency is not universally welcomed. When every delay is visible, every cost deviation is logged, and every inspection outcome is on record, the protection that information asymmetry once provided to contractors, to officials, to political principals actually disappears.
The irreversible expansion of digital public infrastructure and real-time data will be critical to building transparent, efficient, and responsive governance systems, improving the reliability and quality of public works. Beyond ambition, India now equally needs observability. In a country building this fast, accountability cannot wait for the monthly review meeting. By the time the report is ready, the real question may already be whether the system was designed to see the problem early enough to prevent it. And that is where the future of public works governance will be decided. The lesson is clear: real-time data is no longer a technology overlay; it is the operating foundation of accountability in India’s public works.
