The Parliamentary Standing Committee on Transport has said in its latest report that National Highways Authority of India’s (NHAI) delay in completing projects like Golden Quadrilateral, reflects either tardy planning or deficiency in execution. NHAI is not in a position to complete any project and is adding projects after projects without achieving targets in older ones, the report said.
Saying that ‘this shows their deficiency either in planning of programmes or proper execution of the same, the panel, headed by Sitaram Yechury has said. The much-publicised GQ (Golden Quadrilateral) and NS & EW (North South & East West) Corridor under National Highways Development Project (NHDP) have not been completed till date, the report said.
A length of four kms is still to be completed under GQ project, which aims to provide direct connectivity between four metros — Delhi, Kolkata, Chennai and Mumbai. It was originally scheduled for completion in 2004.
Under GQ out of 5,846 km, 5,842 km has been completed, the government said in its reply to the panel citing reasons like land acquisition problems and forest clearances behind delays. The Committee, however, questioned as to how NHAI could take projects after projects without completing the earlier ones.
NHDP Phase I was approved by the Cabinet Committee on Economic Affairs in December 2000 at an estimated cost of Rs 30,000 crore.
