The National Committee on Direct Benefit Transfer (DBT) recently decided to roll out the transfer of LPG subsidy through DBT in 20 districts with effect from 15 May 2013.
Following this, the Principal Secretary to Prime Minister has written to the Secretary, Petroleum and Natural Gas on the roll out of transfer of LPG subsidy through DBT.
The roll out is to take place in other districts after crossing a certain threshold in Aadhaar enrolment in each district. The Ministers of Finance and Petroleum & Natural Gas has assured the Prime Minister that all necessary steps would be taken to ensure that the roll out happens as planned. The Principal Secretary to Prime Minister wrote in a letter to the Secretary of oil ministry.
The main challenge is ensuring that the consumer database with OMCs and the bank accounts of consumers are seeded with Aadhaar numbers.
As the districts which have been chosen are part of the original list of 43 districts included in Phase-I, Aadhaar enrolment in these districts is quite high. It is learnt by the committee that Aadhaar seeding in OMC databases has risen considerably in the last four months.
OMCs should make concerted efforts to ensure that seeding rates improve further in the remaining time that is there.
