According to a recent report by the Comptroller and Auditor General (CAG), the Maharashtra Maritime Board failed to prepare any comprehensive plan with a long-term vision for minor ports in the state.

The report on General and Social Sector, which was tabled in the state legislature, shows that the maritime board is developing the ports in the state in an ad-hoc manner owing to lack of planning.

The state government did not invite competitive bids for the contracts for development of six ports. These contracts were awarded on build, own, operate, share and transfer basis for 50-year period.

As of December 2012, seven out of eight inland water transport projects, approved under the centre-sponsored scheme during 2003-06 were incomplete or not started, the report notes.
