Skill enhancement:Availability of skilled manpower and semi-skilled manpower is becoming a bottleneck in execution of projects.Thus enhancing skills for construction sector would help the GDP growth as well. While this problem is being addressed and does not have an immediate solution, semi-skilled manpower development programmes may be included in schemes like NREGA which should encourage skill-enhancement so that over a period they would be employable by the industry.
Thrust on Desalination:Keeping the future growth of these cities in mind, government should focus on desalination plants and set aside some funds over a medium term. Newer business models of cost compensation should be worked out so that the larger section of population can be supplied with good quality water through PPP models.
South-West and South-East industrial hubs need to be connected with freight corridors. It is heartening to see that DFCCIL is quite active and Western and Eastern corridors are picking up steam. At the same time, we should not loose focus of the South-West and South-East regional corridors. Work on these corridors would fast track growth in these regions.
Financial issues: Infrastructure companies which have high debt exposure and are planning restructuring may be supported through reforms/packages and PSUs may clear their dues to the private sector so as to improve overall liquidity in the construction industry.
Administrative and Regulatory issues: Perhaps the CabiÂnet Committee on Investment could be rechristened and empoÂwered to become a single window clearance 'Ministry of InfrÂaÂstructure' rather than be a coordinating body. Also, there is a need for a coal regulator to untangle the coal sector problems.
