The Union Government will review model concession agreements (MCAs) for public private partnership (PPP) projects across sectors to assess the possibility of moving from a cost-plus basis to predetermined rates while awarding contracts, so that users dont end up having to pay excessive charges.
Currently, contracts for operational projects in sectors such as power, ports and airports are awarded on a cost-plus basis.
