The Tamil Nadu Electricity Regulatory Commission (TNERC) has put up a draft consultative paper proposing to increase the state´s share of solar power under the renewable purchase obligation (RPO) from 0.25 per cent to 2 per cent. This means that the state electricity utility will have to buy more solar power than earlier. All states in India have to adhere to RPO norms, which say that a part of the electricity utility´s power should come from renewable sources.

Bank lending to infrastructure projects gets a push
The Corporate Affairs Ministry has for now removed a recent legal barrier that sought to thwart infrastructure lending by banks. Now banks can continue infrastructure lending to special purpose vehicles on the strength of the guarantees or security provided by a holding company.
Cabinet note on coal for captive plants
The Planning Commission has circulated a Cabinet note seeking to implement the recommendations of the BK Chaturvedi Committee to ensure coal supply for captive power plants (CPPs). The note for consideration of the Cabinet Committee on Investment (CCI) suggests that the Coal Ministry sign initial pacts as envisaged to provide coal to consumers, including CPPs, which cannot be covered with letters of assurances or fuel supply agreements, Coal Ministry sources said.
Decision on FDI policy in Railways soon
Commerce and Industry Minister Anand Sharma said that the Cabinet will soon take a view on liberalising foreign direct investment (FDI) policy in railways sector. The department of industrial policy and promotion (DIPP) has proposed to allow 100 per cent FDI in high-speed train systems, suburban corridors, high-speed tracks and freight lines connecting ports and mines. However, existing passenger and freight network operations will not be opened to foreign investors.

The GMR Group has announced the successful completion of the divestment of its majority stake (74 per cent) in GMR Ulundurpet Expressways Private Limited (GUEPL) to India Infrastructure Fund (IIF).
